严肃 is serious or solemn, can be used to describe face expression 表情严肃 (a serious look), a person 他是一个严肃的人 (a serious person), a matter 这是一件严肃的事 (a serious matter, no kidding)
严厉 is strict or stern, somehow sharp (it's emotionally, and has nothing to do with insight), can be used for person or expression 老师很严厉 the teacher is strict, 他表情/目光严厉 he has an sharp expression / look.
严格 is strict, normally to describe a person oder a standard/regulation etc., 他对我们很严格 he's strict with us, 要求严格 strictly require, 严格定义 to define strictly. The difference between 严厉 and 严格 is that 严格 is more objective, while 严厉 has some emotional or subjective elements.
严谨 is used to describe the attitude or behavior of a person himself, being very careful, thorough and resposible in the details. 他治学严谨。He does his researches (always) in a carefull/precise way.
